Are sanctions the same in the EU, Switzerland, the UK and the US?
No. Each imposes its own measures. For example, Cuba is sanctioned by the US only, and India, Israel, Malaysia, Serbia, Thailand, Viet Nam are named by the UK only (as at risk of re-export to Russia). Which rules bind a shipment depends on its connections, such as the dispatch country and the companies involved.
